expressed support to Philippine President Duterte’s “War on Drugs”, war on the Moro and
Lumad people, and counter-insurgency war, we have seen a rapid deterioration of the
human rights situation in the Philippines. On the heels of 13,000 “drug war” victims, and continuing killing of the poor, in the last few weeks, there has been daily reports of extra-judicial killings of human rights advocates, faith-based leaders, along with harrassments, evacuations, and massacres of peasants and indigenous communities.

Duterte’s December Killing Spree to Pave Way for US Proposed Bilateral Free Trade Agreement

Following President Trump’s visit to the Philippines last month, Duterte has been emboldened to viciously attack the legal left movement with extrajudicial killings of human rights workers, peasants, Lumad, and even a priest within the last two weeks. December 10th is known internationally as Human Rights day. However, President Duterte has started this month off as a bloody December.  In addition to Trump’s promises for increased US military aid, the US has found a way to tighten its grip on the Philippines’ natural resources through initiating an economic “Free Trade Agreement” with the Philippines. BAYAN USA regards any FTA with the US as one-sided and only beneficial to US neo-colonial rule over the Philippines.

Officials from the Philippine government’s Department of Foreign Affairs and National Defense met with their US counterparts to further discuss these matters in Washington D.C., releasing a joint statement on Dec. 1, 2017  reaffirming:

“their commitment to deepening collaboration in areas including maritime security, humanitarian assistance and disaster response, cybersecurity, countering transnational drug trafficking, countering terrorism, and improving drug prevention and treatment services, as well as combating wildlife trafficking and illegal, unreported, and unregulated fishing.”

“What this translates to is increased US militarization in times of disaster,  continuing the US war on terror on Philippine soil, intensifying attacks on activists and people’s organizations through US-designed counter-insurgency programs,  and more funding for Duterte’s deadly drug war,” stated Rhonda Ramiro, vice chair of BAYAN USA. “The US has even more firmly attached its puppet strings to Duterte, supporting Duterte’s fascism and moves toward a full fledged dictatorship.”

Philippine National Police (PNP) Director General Ronald “Bato” Dela Rosa, death dealer of Duterte’s Drug War which has killed more than 13,000 people, is also now in the US, most likely to solidify the arms deal with the US State Department for some 26,000-27,000 M-4 assault rifles for the PNP, despite widespread condemnation of the PNP’s perpetration of notorious human rights violations in the Philippines. “The trampling of Philippine sovereignty and increase of US military and economic aid goes hand in hand with an increase in human rights violations,” Ramiro continued.

Resist Fascism and Dictatorship! BAYAN-USA Condemns Am-Boy Duterte’s Fascism and Threats to the Left!

Duterte is an admitted American Boy and Little Brown Brother of U.S. imperialism. After his meetings with Trump, Duterte is ramping up fascism and sacrificing Philippine sovereignty in order to pledge his allegiance to U.S. imperialist interests. BAYAN-USA calls on our members and allies to continue to resist fascism, guard against Duterte’s moves towards becoming a full fledged dictator, and take action to condemn the escalating human rights violations of the U.S.-Duterte regime.

Duterte’s flip flop from foul-mouthed critic of the U.S. to loyal Am-Boy has far reaching repercussions. Duterte and Presidential Adviser on the Peace Process Secretary Jesus Dureza finally formalized their cancellation of the peace talks with the National Democratic Front of the Philippines (NDFP) November 21st, right before the latest round was set to begin. The talks responded to the people’s cry for a just and lasting peace, built by addressing the root causes of poverty and towards a self-sustaining Philippines through the Comprehensive Agreement on Socio-Economic Reforms (CASER). By unilaterally canceling the talks, Duterte shows that he has no interest in peace or progress.

Duterte’s human rights record is rapidly becoming worse than his predecessors. His deadly and uninhibited Drug War has killed more than 12,000 people, arbitrarily targeting users, sellers, and innocent bystanders; it also serves as a convenient excuse against anyone opposed to his regime. He has imposed Martial Law in all of Mindanao under the tired old pretense of fighting terrorism in the city of Marawi. Even after declaring the defeat of the Maute Group in October, he refuses to lift martial law, aiming to attack the New People’s Army (NPA) and the Communist Party of the Philippines (CPP). Duterte’s bombs continue to drop all over Mindanao, particularly in regions where peasants and indigenous people are fighting to stay on their resource-rich land. Duterte threatened to bomb the Lumad schools, which he and his generals attempt to smear by saying they are communist training grounds. More than 400,000 people have been displaced due to the bombings, airstrikes, and firefights under martial law.

Duterte follows the tactics of presidents before him, openly threatening organizations of the legal mass movement such as BAYAN for allegedly “conspiring” with the guerillas of the New People’s Army. He has already intensified his attacks on legal activists with a spiked increase in harassment and intimidation tactics. These include illegal arrests and detention, abductions and extrajudicial killings, such as the case of the recent killings of Elisa Badayos of Karapatan-Central Visayas, and Elioterio Moises, a village guard and member of the local peasant organization, Mantapi Ebwan Farmers Association who were conducting a fact finding mission to investigate reports of human rights violations in a militarized region of Negros.

The rationale behind Duterte’s actions is clear. In the words of Secretary General of BAYAN Renato Reyes: “The timing of the threat is not surprising since Duterte and Trump reaffirmed U.S.-Philippine relations. Trump has increased military aid to the Philippines – Duterte may be thinking that U.S. support for counter-insurgency, terror listing and Martial Law are enough to defeat the revolutionary forces.”

BAYAN-USA calls on our members and allies to conduct actions to protest the fascist killings, unwarranted arrests and other human rights violations committed by the U.S.-Duterte regime. We must stand guard against these open fascist attacks on the people and continue to serve the people where the government has continuously failed. We know that Duterte will not side with the people, and has instead decided to attack them through his fascist rule. We can only rely on our growing movement against Duterte’s fascism to overthrow this regime and continue the struggle for just and lasting peace in the Philippines by any means necessary.

Filipinos Across the United States to Launch Three Days of #BanTrump Protests

As President Donald Trump closes out his 12-day swing through Asia with a three-day stop in the Philippines, Filipinos across the United States will lead protests to condemn Trump’s militarist neoliberal economic agenda in the Philippines and the broader Asia Pacific region.  Organized by the Filipino American alliance BAYAN-USA under the call #BanTrump and #ResistUSWar, Filipinos will be joined by peace activists and members of the Korean and Pacific Islander communities at actions from November 12-14 in Chicago, Los Angeles, New York, and San Francisco. The protests will coincide with demonstrations being held simultaneously in the Philippines, as Trump touches down in Manila to attend high-level meetings of the Association of Southeast Asian Nations (ASEAN) and the East Asia Summit.  Similar protests drawing thousands of people voicing opposition to Trump’s pro-war, militarist and neoliberal economic agenda greeted him in Japan and Korea earlier this week.

“Trump is in Asia swinging the double-edged sword of a neoliberal economic policy agenda on one side and military escalation and war provocation on the other,” stated Jessica Antonio, BAYAN-USA Secretary General. “The biggest obstacle to genuine peace, democracy, development, and security in the region is not ISIS-affiliates in the Philippines or nuclear weapons in North Korea–it’s Trump and U.S. imperialism,” continued Antonio.

In a “Unity Statement for Peace Not War in Asia” released jointly this week by BAYAN-USA and the organization Nodutdol for Korean Community Development, protest organizers cited examples of how U.S. military policies and actions have benefited the elite to the detriment of the majority of people in the region, historically and up through the present. “For over seven decades, U.S. Pacific Command (USPACOM), the largest and oldest of the nine U.S. unified combatant commands of the U.S. Armed Forces, has carried out military invasions, exercises, wars, and occupations throughout Asia and parts of Africa. These include the Korean War, the Vietnam War, nuclear testing in the Marshall Islands, illegally storing nuclear weapons in South Korea, the destabilization of local communities and denial of their development due to U.S. military bases and military exercises, including drone warfare, in Korea, Okinawa, the Philippines, Guam, and the list goes on. The U.S. has over 180 military bases concentrated in this region alone. Everyday, the peoples of the Korean Peninsula, the Philippines, Asia and the Pacific region continue to wage life-and-death resistance to US-led war and military occupation,” reads the statement.

“Trump and company continue the legacy of trade wars and proxy wars with their rivals Russia and China, and countries like the Philippines are caught in the crossfire. These world powers fight with each other to extract resources, expand territory and trade routes, secure geopolitical spheres of influence, and exploit labor for the profit of the elite and at the expense of the grassroots people,” said Antonio.

Trump’s visit to the Philippines includes a first-ever meeting between the U.S. president and his counterpart, Philippine President Rodrigo Duterte. “These two are infamously known as fascist presidents who openly attack the poor, whether through Duterte’s Dirty Drug War that has killed more than 13,000 people, or Trump’s authoritarian racist and sexist policies, such as the Muslim ban and multiple cuts to education, women’s reproductive rights, rescission of DACA impacting the whole country. History has shown that people will rise up against fascism and will not be complacent. We will continue to rise up against fascism until this same old system crumbles, so we can build a society that truly reflects the majority of people.”
